ART STATION OPPORTUNITIES
The City anticipates selecting four (4) teaching artists to facilitate interactive art stations during the event.
Selected artists will be paired with a station concept developed by the City and will collaborate with Arts & Culture staff to refine the participant experience. Station assignments will be made based on each artist’s background, artistic style, teaching experience, and demonstrated strengths as an educator and facilitator.
Artists are not required to submit concepts, lesson plans, renderings, or activity proposals as part of this RFQ.
Following selection, the City will provide artists with a creative brief and work collaboratively with each selected artist to develop the final activity, instructional approach, and participant experience for their assigned station.
COMPENSATION
Selected Teaching Artists will receive a total compensation of $1,000 each.
Compensation includes:
- $200 stipend for the creation of instructional materials based on the City-provided station concept and creative brief, including the development of progression panels demonstrating the artistic process for participants.
- $200 per hour for event-related services, including facilitation of their assigned art station and participant engagement during the evening event.
Selected artists will enter into an Artist Agreement with the City of Glendale.
The City will provide participant supplies, event materials, volunteers, logistical support, and event infrastructure.

COMMUNITY ART PROJECT OPPORTUNITY
The selected artist or artist team will be responsible for designing and facilitating a large-scale community art project during the event.
The final concept will be developed collaboratively between the selected artist and the City following artist selection.
Artists are not required to submit concepts, renderings, sketches, or design proposals as part of this RFQ.
Following selection, the City will provide project goals and collaborate with the selected artist to refine the final concept, participant experience, materials, and implementation approach.
The final artwork should be designed to accommodate participation from hundreds of event attendees while maintaining a cohesive artistic vision.
The completed community artwork should not exceed approximately six feet (6’) by nine feet (9’) in overall size. Artists may propose a smaller scale if appropriate for their concept and facilitation approach.
COMPENSATION
The selected artist or artist team will receive a fixed project fee of $4,000, inclusive of all artist fees, concept development, materials, supplies, fabrication, transportation, and facilitation services.
The fixed project fee shall include:
- Artist fees

- Canvas procurement and preparation
- Facilitation and event-day services
- Transportation and miscellaneous project expenses
Selected artists will enter into an Artist Agreement with the City of Glendale.

Call Description
The City of Glendale Office of Arts and Culture is initiating a Valley-Wide Call to Artists to submit applications for a Veterans-Themed mural to be fabricated at Veteranos Park near Downtown Glendale.
On November 8th, 2025 Veteranos Park was officially dedicated as a location to honor the courage, service, and sacrifice of our nation’s Veterans. The event included the installation of three newly illuminated flagpoles, and serves as a location for Veterans, honored guests, and the Glendale community. The next phase of the City’s commitment to Veteranos park is a mural that will exist along the eastern and southern walls of the park.
One of the walls will be an honoring of the Military Branches, including the United States Army, Navy, Air Force, Marines, Coast Guard, and Space Force. Similar to the Military Seals that surround the USS Arizona Memorial at the Glendale Main Library, this wall will forever recognize the various branches of our military, and their unique and respective contributions to our cities, states, and country.
The adjacent wall will include a chronological history of significant military moments in US History. This can include Wars, Declarations, Treaty Signings, and other significant moments in American History. Any historical moments from 1776 to present day can be considered and included in this historical representation.
Together, the two walls will enhance the aesthetic of Veteranos Park, furthering the City of Glendale’s commitment to all who serve.
Award:
- Three (3), $1200 honorariums for three (3) finalists
- One (1) not-to-exceed $30,000 award for design, project management, overhead, fabrication, transportation, installation, insurance, and any other costs associated with the project. (award is based on $31 per square foot)

Selection Process:
The selection process will include the City of Glendale Office of Arts and Culture, and the Glendale Arts Commission. All applications must be submitted through Submittable. Phase One: The Arts Commission will identify the most qualified applicants based on the selection criteria listed below. From the pool of submissions, three finalists will be selected.
Phase Two: Three finalists will each receive a $1200 honorarium to conduct research, visit the site to determine any pre-fabrication needs, schedule meetings with area Veterans, Veterans Organizations, and Elected Officials, if available, and develop a formal proposal (including a minimum of 2 concept renderings). Finalists will also be welcome to present their concepts with the Glendale Arts Commission.
Phase Three: The Glendale Arts Commission will select a finalist, and an alternate for the project.
Initial Selection Criteria:
The ideal candidate:
- Is comfortable working in an outdoor, public setting.
- Enjoys collaboration.
- Has demonstrated experience creating large scale, two-dimensional, permanent works of art.
- Has the experience and background necessary for the scope of the project.
- Lives and works in the Arizona East or West Valley area. Artists with a connection to the Valley area are encouraged to apply.
